Disable runner registration tokens for all groups by running database migration (only on GitLab.com)

To encourage users to migrate to the new architecture, we update allow_runner_registration_token = false for every group on gitlab.com.

Users can still flip this setting back to true until 18.0.

note: Try to merge the MR on the 6th, so that it is deployed during the third window (2024-05-06 09:00 UTC to 2024-05-08 22:00 UTC)
