Project VSA guest role - refinement to increase adoption and awareness

Problem

Following this fix, VSA will not be visible for guest users.

As a result, VSA's feature adoption is slowing down and new users are less aware of its capabilities.

Proposal

1. Open Project VSA on public projects for users with the Guest role
2. Open Project VSA on public groups for users with the Guest role
3. Make sure only public issues/MRs are visible on the VSA stages.

2. The "Stages" only for reporter and above.
3. Tge "VSA edit" only for reporter and above.
