Create QuickStart Guide for Internal Events Tracking

Problem

While we are currently building out the Internal Events Tracking we do not have up-to-date documentation yet for anyone outside the team to use it. This is crucial for getting started with actual user feedback.

Desired Outcome

Have a guide on how to set up an event and metric as well as instrument the code for the new Internal Event Tracking based on the current implementation.

Proposed Solution

Fill in the quick start document which will get created with #414543 (closed)
