Tweak the AI prompt for filling in merge request template

Background

There are times (example: #409509 (comment 1433107304)) when we ask AI provider (VertexAI) to fill in the MR template given, it adds more information to the output that it's not asked.

Proposal

Be more explicit in instructions in the prompt to tell AI provider to not add more stuff to the output.
