Spike: Prepare PoC of changes needed for Govern SMAU Metric

Why are we doing this work

In the scope of this Spike, we would like to know what we need to do to move forward with Govern SMAU Metric (#414757 - closed).

We would like to find a way to gather metrics for Govern stage with restrictions stated in #414757 (closed).

As an expected result of this Spike, we would like to get the following:

• Draft MR with Proof of Concept of how this change could be implemented,
• New implementation issues created with Implementation Plan added to Govern SMAU Metric (#414757 - closed)
