Update error message to help users more

Background

We have a 404 error, we just tell them the error but not what to do next. We should tell them what to do

• Could not retrieve the list of protected branches. Use the YAML editor mode, or refresh this page later. To view the list of protected branches, go to Settings > Branches and expand Protected branches.
