Setting `merge_trains_enabled` should be moved to EE only (graphql type)

Problem to solve

merge_trains_enabled is currently located in the CE code for graphql but is in EE only in all other places.

Proposal

Move the EE related setting to the EE file so that it is only viewable and set-able in EE.
