Document code suggestions self-managed architecture

We should have formal documentation in a markdown file we can point people to so they can understand how Code Suggestions as the first Cloud Connector feature currently works.

• Update https://docs.gitlab.com/ee/development/ai_architecture to show how this is actually implemented
• Add a new Cloud Connector docs section in gitlab-rails that contains the content we added under &10855 (closed)
