New navigation unauthenticated duplicate "Skip to content" links

Unauthenticated duplicate "Skip to content" and "Skip to main content" links. In the unauthenticated state, there are two skip links present that do the same thing. Not only are they styled differently, but the text is also different.

Use only the first skip link and ensure the styles and text match the authenticated state. The second skip link should be removed when unauthenticated. (Also noted in the findings of &11512)
