Reset pipeline minutes should use toast message for confirmation

We don't currently have toast messages implemented. Therefore, reseting pipeline minutes uses the existing banner. This navigates users away from the settings page. Instead, we should update this to use a toast message to confirm that pipeline minutes were reset, without navigating the user away from the settings page.
