Follow-up from "Add TypeScript development guide"

  suggestion: It feels a bit arbitrary to list only these two bullet points here as recommended configuration, while on the other hand it could be cumbersome to curate and maintain an exhaustive list.

  There is a project called tsconfig/bases , with a community maintained base recommended config (https://github.com/tsconfig/bases/blob/main/bases/recommended.json). Maybe we can mention it here? It's also recommended by the official TS docs ( https://www.typescriptlang.org/docs/handbook/tsconfig-json.html#tsconfig-bases ) so should be ok to reference?
