Project VSD within shared dashboards - behind it's own feature flag

Problem

Product analytics and Optimize are on different timelines for releasing features. VSD is in the shared dashboarding framework which Product Analytics is looking to enable globally, however we may not yet want to enable VSD within the shared dashboards yet.

Solution

Put all of the Project VSD related content within shared dashboards behind it's own feature flag:

• project_analytics_dashboard_dynamic_vsd - enable the project level vsd
