Frontend: Remove namespace catalog

Summary

Once the Global Catalog hits the Beta mark, we should remove the namespace catalog feature.

Proposal

• Remove the routes from config/projects.rb
• Remove the haml entry point
• Remove the JS index file
• Remove the controller
• Remove helpers
• Remove The Vue component for the namespace
• Remove unit tests
• Update the link of the pipeline editor to lead to the Global Catalog
