Add filters to complianceFrameworks GraphQL

Proposal

Similar to the Project Report, we want to add filtering/searching to the Frameworks Report.

Framework will be dropdown list of possible Frameworks and Projects a lose text search.

Possibly need to split these two filters into seperate MRs to iteratively release
