Bulk edit group level work items

Problem

From the group-level list view, we cannot bulk edit work items. This does work at the project level (with tasks).

Proposal

• Add support for bulk editing work items within Groups.

Additional context

• This is part of the critical path for Group work items list - epics list parity (#457009), which when completed, will allow us to shift from using legacy epic APIs in Group > Plan > Epics list to the new work item APIs.
