[FE] Display custom roles on the Usage Quotas page

Background

Custom roles are not reflected in Usage Quotas page when viewing user's direct memberships.

When user is assigned a custom role, the role displays base role.

Proposal

Reflect custom role name in Usage Quotas.

Current	After
For user assigned custom role, data in usage quota page reflects only the custom role's base role	Update role to reflect custom role name
Role names are in badge component	Update all role names to plain text If role name is a custom role, add badge for Custom role

Areas to update

Role is shown in two places on the Usage Quotas page:

1. In the user table in the Seats tab
2. In the user table in the GitLab Duo Pro tab

We should update both locations to reflect the custom role name.
