Metric - Adoption/usage of pipeline execution policy
Description
Create a metric to track usage/adoption specifically of the pipeline execution action in scan execution policies (or whatever form the feature takes as it goes to Beta/GA).

The metric should allow us to gauge how many compliance pipeline users have replaced their solution with this new feature.
Today, we can view how many compliance frameworks have a pipeline configuration with usage_activity_by_stage.manage.compliance_frameworks_with_pipeline. We can use this to monitor usage and track the expected decrease in usage as they migrate.
A new metric such as usage_activity_by_stage.govern.scan_execution_policy_with_pipeline_execution_action could track the number of policies created with the configuration. Ideally, this would also be validated as active usage where the pipeline execution was enforced on at least one project in the past month.
