Do not run EE jobs in the FOSS pipeline

I noticed we're running EE single-db jobs in FOSS pipelines: https://gitlab.com/gitlab-org/gitlab-foss/-/pipelines/1119907941

This should not happen because FOSS should not run anything EE related.
