Update custom roles development docs

• The current development docs are outdated because we no longer need to add custom roles to the MemberRole model since they are auto-populated by the YAML files
• Secondly, the example of how the custom roles needs to be added to a policy has been updated
• Lastly, the documentation should specify which docs need to updated when a custom role is added
