[FE] Update the list and the counter after inline role change

This is a follow-up after FE: Handle role change switch for Promotion App... (#441275 - closed)

When a role in members table was changed in-line, and the role change is going through the approval flow, we should update the Pending Promotion tab counter and the tab list with the new entry.

The role change might create a new request or update an existing one, so we'll need the BE to discrete those situations.
