Build `Starred` list

Implementation plan

1. Add starred_projects.queries.graphql to app/assets/javascripts/projects/your_work/graphql/queries
2. Use https://docs.gitlab.com/ee/api/graphql/reference/#queryprojects GraphQL query with starred argument
3. Add query and queryPath keys to STARRED_TAB constant in app/assets/javascripts/projects/your_work/constants.js.
4. Update specs in spec/frontend/projects/your_work/components/tab_view_spec.js
