Change "Create new role" and "Add new role" button text to "Create role" for custom roles

For the Roles and Permissions page, based on @ipelaez1's feedback, we should change all instances of the button text Create new role and Add new role to Create role, dropping the word new and using Create (creates a new item) instead of Add (adds an existing item).
