[Ban AI] Logic of when the settings are shown

Description

Depending on the tier and if the user has purchased Duo Pro, what the settings will show will change. See &13782 (comment 1896178682)

Design

If lower than Premium tier	If Premium tier or higher
No AI features available on free tier	Chat is currently freely available on Premium tier. Other GA/Beta/Experiment AI features are offered on Ultimate tier. Note: if I have Premium tier and no add-on, I cannot access Beta/Experiment AI features. However, for simplicity of building this, it seems we should either show the full UI, or nothing. It is also possible we will offer Beta/Experiment to premium in future.

• On SM if the instance is Free, this setting is not shown in the instance settings
• If its .com, this setting is only shown to prem/ultimate groups
