Work Items - Drag and drop checklist items

Problem

We can't migrate issues to work items until we have parity in actions a user can take. As of today, there is no way to reorder checklist items in a description with drag and drop.

Proposal

• Add the ability to re-order checklist items within a description of a work item in the same way you can on legacy issues.
