Update project report quick actions for multi frameworks

With the introduction of assigning multiple compliance frameworks to a project, the projects report will need to be adjusted to allow assigning multiple frameworks.

Proposal

Create a new "Action" column to the project report, with a button to add frameworks. This allows users to add a framework, same as the current add button that only shows when no framework assigned. Show a selection of all frameworks, apart from ones already assigned to the project.

Show multiple frameworks labels in the current column, with the same remove function and also add button when there is no frameworks assigned.

Allow for selection of multiple frameworks.

Also after this is done we need to make sure that the multiple framework badges implemented in #462942 (closed) are tested in adherence report
