Anchor links overlays section expander when using heading in details summary

Summary

When using text heading in a section summary within an issue or MR description both an anchor link and expand action appear in the same space.

Steps to reproduce

Add the following text in an issue description and save:

<details><summary><h3>Heading 3</h3></summary> detail</details>

What is the current bug behavior?

Both links appear and overlap

What is the expected correct behavior?

Anchor link is set apart from the expander to avoid any overlap
