Frontend: Switch to vulnerability fuzzy counts

Why are we doing this work

In Improve the performance of the vulnerability re... (#438303 - closed) we exposed a new field that provides "fuzzy" counts to improve performance of the severity counts bar. Counts above 1000 should be represented as "1000+".

This frontend issue tracks switching the UI to use the new fuzzy counts field and implementing display logic on the project/group/instance security dashboard vulnerability report page as shown in the screenshot below and also the group by feature counts for each of the grouped by category.
