FE: Improve container scanning for registry UI when user is lower than maintainer role

As a follow up to #460935 (closed) and !155202 (merged) any user who had the minimum role access to the security configuration page could see the container scanning for registry toggle.

This issue captures the enhancement to show a disabled UI for user roles lower than maintainer. The designs should follow the same as secret push detection.
