Cannot add text before an `@` mention in RTE

If I start my input by tagging ( @somebody) someone, and then relocate my cursor to before the @, I can type to insert text, but I can't delete or otherwise interact with it (backspace and left arrow keys don't respond). When I switch to plain-text, what I had typed before the @ disappears. This was a regression from !158367 (diffs).
