Remove "This project does not have a wiki homepage yet" message after a wiki homepage has been created

Problem:

• When creating a new Project the below banner appears. However, even after creating a wiki homepage the banner does not disappear. This confuses users and can be perceived as annoying.

  

Solution:

• After creating a wiki homepage the banner is disabled.
• If a user does not have the desire to create a wiki homepage they can exit out of the banner.
