Document merging user reponsibility when closing issues using closing pattern

We need to be clear in the docs that when closing issues automatically is enabled for a project, it's the Mr's merging user responsibility to make sure the referenced issues in the description are supposed to be closed. When the MR is merged, we'll authorize that the merging user can close the referenced issues
