Work items - Expose GQL API for rollups

In order to have the possibility to show the rollups that are needed in %17.4, we need to determine and expose a "contract" with the GraphQL API. This is similar to what was done for weights.

Per #424517 (comment 2021097130), we'll need the following accounted for:

• health status
• progress
• count
