Ensure child namepsace belong to parent's organization

This is a follow-up of #411832 (closed).

After adding the presence validation for the organization on projects and namespaces in !155732 (diffs) & !155833 (diffs) we need to ensure that the subgroup created in the parent should also belong to the parent's organization. We need to ensure the same for projects.
