SPIKE: Authorization error budget

We have been exceeding the error budget consistently. Need to find out what's causing it.

Looking at the dashboard mainly have two issues - Sidekiq appdex and Sidekiq errors i.e. we have some Sidekiq workers that are exceeding the expected duration and some that are resulting in 500s.
