Use DiffBlobs RPC for Streaming Commit Diffs

We use the new DiffBlobs RPC for streaming commit diffs. See !162171 (merged). Confirm this would be beneficial for streaming commit diffs and compare diffs (which is also being used for MR creation page internally). If it is implement it.
