View open/closed epics in list view

Follow up of https://gitlab.com/gitlab-org/gitlab-ee/issues/3678:

• Expand the epics list view (e.g. https://gitlab.com/groups/gitlab-org/-/epics), to show open and closed epics.
• Same design as an issues list view with the tabs and pagination.
• For each row record in the list view, use the same exact design in all three tabs, i.e. Open, Closed, All.
• The three tabs should begin this order: Open, Closed, All. The default tab is Open.
• Stretch: Show counts of Open and Closed at the top in the list tabs. If not feasible for this milestone, let the team know so we can plan this for the next milestone.
