Quick action to add issue to epic (in immediate parent group) from issue using references

Follow up to https://gitlab.com/gitlab-org/gitlab-ee/issues/6959.

Allow adding issue to epic using just the epic ID:

/epic &2

If the group path is not specified, the &2 refers to an epic in the immediate parent group of the current project.
