Epic issue list and related issue list design - Flatten row
First step before the full redesign as in https://gitlab.com/gitlab-org/gitlab-ee/issues/6086. For this issue:
- Just re-position existing elements (open/closed icon, title, and issue path/ID), flattening the row. https://gitlab.com/gitlab-org/gitlab-ee/issues/6086 will complete the design with additional elements.
- Applies to both related issues and epic issues lists.
- Epic issues continue to be re-orderable and related issues continue to NOT be re-orderable.

The “Remove” button should only appear on hover for non-touch devices. If it’s a touch device, the button should always be visible.Moved to https://gitlab.com/gitlab-org/gitlab-ee/issues/7842 - All breakpoints should be re-formatted according to the specs found in https://gitlab.com/gitlab-org/gitlab-ee/issues/6086#design (but again, note that this issue is just for re-positioning the current elements).
