What does this MR do and why?

This fixes an issue with parsing labels containing commas and other characters.

  1. Check out !120605 (merged).
  2. Revert 8773b786.
  3. Merge this change.
  4. Run bundle exec rspec ./spec/requests/rack_attack_global_spec.rb.
