What does this MR do?

Clarifies translation namespace use.

  • For shorter strings, we have more ambiguity & but also more synergy using non-namespaced strings
  • For longer strings, we have less ambiguity

For example for promotion messages for gitlab.com, a "Promotions| namespace may give context to the prioritization efforts to schedule work, and also help cross-language translation styles.
