Back up gitlab-secrets.json

@ayufan brought up the point that we really should back up gitlab-secrets.json in case something happens in the omnibus upgrade. I think there may be security implications here, as we have to be careful to retain the right permissions and perhaps consider how this backup could be leaked, but I think we need to do it.
