Remove PostgreSQL 9.6 and 10 from Omnibus

Summary

PostgreSQL 9.6 and 10 will no longer be supported in GitLab 13. The minimum required version will be PostgreSQL 11.

Proposal

Remove PostgreSQL 9.6 and 10 from the Omnibus package.
