Upgrade gpgme to at least 1.17.0

The current version of gpgme (1.14.0) can not be built with glibc 2.35 which is shipped with Ubuntu 22.04.

This is fixed in https://dev.gnupg.org/rM4b64774b6d13ffa4f59dddf947a97d61bcfa2f2e and is included in 1.17.0 and later.

This issue is a blocker for #6793 (closed)
