Add Redis settings specific to GitLab Workhorse

Related to #8271 (closed) and #6275 (closed). Because Workhorse does not support encrypted Redis secrets yet, we need a way to configure Redis configuration for Workhorse without reusing gitlab_rails['redis_*'] settings.
