Consider increasing scope of the 1:1 team -> stage/group inference for merge requests to `open` MRs as well as `merged` ones

We currently only automatically apply stage and group labels for MRs in a merged stage. Throughputs only consider MRs in a merged state.

We may want to change the scope of the automatic labelling rules to also consider MRs in an open state, before they are merged
