Add Category::Issue Tracking Stage to Planning

A new stage was added in gitlab-com/www-gitlab-com@bb8c4948

I noticed this while testing !238 (closed) and shifted focus to fix this failure so that the automations run tonight. We may want to rethink !169 (comment 200417270) outside of this issue because it would cause all our scheduled pipelines to fail.
