~group::orchestration has changed to ~group::configure

In gitlab-com/www-gitlab-com!44484 (merged) the ~"group::orchestration" and ~"group::system" were merged into one configure group but the gitlab-org labels were not updated.

Proposal

• Update triage-ops accordingly => !470 (merged)
• Rename the ~"group::orchestration" label to ~"group::configure"
• Create a one-off policy to migrate issues and MRs from ~"group::system" to ~"group::orchestration" => !471 (closed)
• Update Insights group config for ~"devops::configure" => gitlab-org/gitlab-insights!193 (merged)
• Delete ~"group::system"
