Group issue report for group::runner

There are some teams which work on far more projects than gitlab-org/gitlab and the weekly triage package either needs to be extended to other projects or issues risk falling out of the normal automation funnel. Extending to all groups in the first iteration would be too much so this issue is to start the first iteration with grouprunner

Proposal

• Adjust the issue and merge request reports for grouprunner to be over gitlab-org
• Collect feedback over 3 weeks
• Expand experiment to other interested groups
