Objective

Align JiHu contribution review request methods with the Community contribution process.

Remove https://gitlab.com/gitlab-org/quality/triage-ops/-/blob/master/triage/processor/reactive_reviewer.rb so that the review request/assignment process is consistent with Community contribution
