Support triaging an entire instance (all groups/projects)

Whilst I appreciate it wouldn't be sensible to attempt on gitlab.com- on our self hosted instance it would make sense (although with a sensible limit in place, it should even be feasible on larger instances).

Would anyone object to me trying to add this capability?
